The Highway Code is a document containing the Belgian traffic regulations (in French or in Dutch). It was created in order to ensure safety on the public roads and that road traffic runs as smoothly as possible.
Measures are in place to ensure observation of the rules of the road. You may be subject to being penalized if you disobey the Code. There are varying degrees of offence (in French or Dutch). The Highway Code distinguishes between offences of the first, second, third and fourth degree. Offences of the fourth degree are the most serious. The degree of the offence determines the penalty.
The penalties range from fines to prison sentences.
